On the one hand, consumers who have been accustomed to signing for credit card purchases at retail locations and only using a PIN when withdrawing cash at an ATM now have to remember the PINs for all of their credit cards.  At the same time, merchants and their employees have to learn the chip and PIN rules.  "There is a significant number of credit card holders, around 10%, who are refusing to use their PINs and insist on signing for purchases" says Pickup. "Contactless payment technology allows communication between two devices without physical contact.  This results in far greater communication speeds that the familiar contact smart cards used for chip and PIN.  In practice this means that a card needs to be touched against or placed within a few centimetres of the reader for transactions to be completed in a few hundred milliseconds.  A further benefit of these contactless payment technologies is that they allow different card forms to be used, for example key fobs, or mobile phone jackets.  So, why didn't we go for contactless technology instead of chip and PIN?  Contactless is still a maturing technology and does not typically work with PIN and hence is more suitable for lower value, fast throughput, low risk transactions. Part of the problem appears to stem from the differences between the 2 options allowed in the international contactless smart card standard, ISO 14443.  The inconsistencies came as no surprise to Stuart, who says that the standard is "immature". However, banks and other third parties may choose not to put their applications on the SIM.  Trials planned by MasterCard and Visa have opted to use a special secure smart card chip embedded in the handset. The article discusses how the government plans to collect biometric data from applicants - possibly fingerprints and an iris scan, as well as taking a photo, but no decision has been made yet whether the data will be stored on the smart card or on a central database.  John predicts that the government will collect data for all three biometric identifiers, face, fingerprints and irises, when residents enrol for the ID card.  But the government may choose not to store that data on the cards.  "Storing on the card would allow for offline verification, but that would require expensive readers and so might not be considered worthwhile".
