A recent Cabinet Office report claimed that 96% of central government services will be provided online by the end of 2005.  However, Government networks are susceptible to the same type of security risks as business networks, and therefore there is a risk attached.  The core issue is the question of identity, and the differing levels of authentication required depending on the service.  "What would make it easier for citizens to take up the service is if they had a single identity" says Neil.</description>

'Phishers fool consumers into divulging sensitive information by creating the misconception that the information has been legitimately requested by an organisation that they trust.  "Passwords alone are not enough to defeat the fraudsters" says Birch.  A solution to this is 'token authentication', whereby consumers have a small, pocket calculator-like device into which they put their card and enter their PIN.  The device then displays a unique code number that must be entered into the web page in order to access the site.  In this scenario the bank or retailer will therefore know that the customer is in possession of the card, and that the correct PIN has been entered.</description>

				<description>Neil Garner, a Director of Consult Hyperion, contributed an article to Financial Sector Technology in January/February 2005 discussing how contactless technology could transform card payments.  "Contactless payment technology allows communication between two devices without physical contact.  This results in far greater communication speeds that the familiar contact smart cards used for chip and PIN.  In practice this means that a card needs to be touched against or placed within a few centimetres of the reader for transactions to be completed in a few hundred milliseconds.  A further benefit of these contactless payment technologies is that they allow different card forms to be used, for example key fobs, or mobile phone jackets.  So, why didn't we go for contactless technology instead of chip and PIN?  Contactless is still a maturing technology and does not typically work with PIN and hence is more suitable for lower value, fast throughput, low risk transactions.  Contactless is more suitable as a replacement for cash, potentially leveraging chip and PIN investment as it re-uses a lot of existing infrastructure.</description>

The card could act as a key to interactive services that would be protected by a PIN.  What the viewer sees on the interactive feed could then be "personalised" according to viewing and shopping behaviour.  Loyalty schemes are likely to be the most common services in the early stages, offering shopping "points" in exchange for watching advertisements, filling in questionnaires or simply staying with a channel for a period of time.  The government's planned national identity card could also be made compatible with the set-top boxes. The article describes how the New York Times has revealed that graduate students from the Johns Hopkins University of Baltimore have cracked the security in a certain type of contactless chip.  However, the chip used for MasterCard's PayPass and American Express' ExpressPay differs in several respects from this chip.  "Technically there's no implication whatsoever" Tanner says.  "What MasterCard, American Express and Visa have been doing is designing systems based on triple-DES.  Those systems are going to be very secure."</description>

However, there are now new transaction types on the horizon making use of these new technologies.  Anthony suggests that self-service, mobile payments, gift cards and kiosks will become widespread in retail environments within the next few years. 				<title>Vendors taken to task over e-passport flaws</title>

A committee of the International Civil Aviation Organisation (ICAO) has now issued a set of core requirements for contactless chip and reader manufacturers in an attempt to combat these interoperability problems.  Recent tests showed problems were arising with obtaining data from the chip-based passports.  Part of the problem appears to stem from the differences between the 2 options allowed in the international contactless smart card standard, ISO 14443.  The inconsistencies came as no surprise to Stuart, who says that the standard is "immature".  "It is common for different vendors to make differing decisions, which all conform to the standards, but are consistent with each other".  </description>

				<title>The Future of the Contactless SIM</title>

SIM vendors have been working to give the SIM a contactless interface, either attached to the card itself or linked to a separate contactless chip and antenna embedded in the handset.  Card vendors and their major customers, the operators, are concerned that without some kind of contactless interface, the SIM card could be completely bypassed by handset makers and other mobile commerce players as they deliver contactless payment, ticketing and other applications.  However, banks and other third parties may choose not to put their applications on the SIM.  Trials planned by MasterCard and Visa have opted to use a special secure smart card chip embedded in the handset.  Colin Tanner "doubts that financial institutions would want to use the SIM to secure their applications on an NFC handset".  </description>

The article discusses how the government plans to collect biometric data from applicants - possibly fingerprints and an iris scan, as well as taking a photo, but no decision has been made yet whether the data will be stored on the smart card or on a central database.  John predicts that the government will collect data for all three biometric identifiers, face, fingerprints and irises, when residents enrol for the ID card.  But the government may choose not to store that data on the cards.  "Storing on the card would allow for offline verification, but that would require expensive readers and so might not be considered worthwhile".  The article concludes that despite the unanswered questions surrounding the technology, it appears that the UK is ready to move forward with what would become Europe's most ambitious national ID scheme.</description>

"A biometric that correctly identifies people 99.99% of the time could cause tens of thousands of exceptions per day.  In such circumstances, real violations might be written off as systems failures and ignored.  Therefore the UK's impending national identity infrastructure may have to use more than one biometric in order to achieve each one of the Government's stated goals for the cards - namely controlling immigration, fighting terrorism, reducing crime and improving public service delivery.  What this means is that the Government will have to think ahead and plan its strategy very carefully."  </description>
